Unwashed eggs have a natural protective coating, called the bloom, that keeps bacteria from entering. They can safely be put into used cartons and stored on the counter. They may have flecks of bedding or other debris on them, and you should certainly wash them before using them.
Washed eggs have had the bedding and debris and protective coating washed away, so they need to be in new cartons and be stored in the fridge. The price is a little higher, as I have to buy the cartons and invest the time and fridge space into washing and storing them.
